Legislative Proxy and Absence Accommodation Resolution

This resolution would allow members of Congress to vote by proxy or appear remotely at committee meetings when they cannot be present in person. Members could designate another member to cast their vote or record their attendance for specific reasons like illness, jury duty, military service, death of a family member, birth or adoption of a child, or unsafe travel conditions. Some absences have time limits, such as a member's own illness being limited to seven days per year. Members would need to provide written notice explaining their absence and any required documentation to congressional staff, who would keep public records of these arrangements.
