Proposing a balanced budget amendment to the Constitution of the United States.

This joint resolution proposes a constitutional amendment that would require the federal government to balance its spending and income, though this could happen over more than one year. The government would have 10 years after the amendment is approved to achieve this balance. In emergencies, two-thirds of both the House and Senate could approve extra spending that would otherwise not be allowed, but any debts from this emergency spending would need to be paid back as quickly as possible.
