Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Centers for Medicare & Medicaid Services relating to "Patient Protection and Affordable Care Act; Marketplace Integrity and Affordability".

This joint resolution would cancel a rule from the Centers for Medicare & Medicaid Services that changes how health insurance exchanges work. The rule requires open enrollment periods to run from November 1 to December 31, requires exchanges to verify eligibility for at least 75% of people signing up during special enrollment periods, and stops DACA recipients from getting insurance through exchanges or state Basic Health Programs. The rule also stops individual and small group health insurers from covering certain sex-trait modification procedures as essential health benefits.
