To direct the removal of United States Armed Forces from hostilities within or against the Republic of Cuba that have not been authorized by Congress.

This resolution tells the President to pull U.S. military forces out of any fighting in or against Cuba, unless Congress has officially declared war or approved the use of military force there. However, it still allows the United States to defend itself if it is attacked or about to be attacked, and it does not stop lawful drug enforcement operations.
