Proposing an amendment to the Constitution of the United States to provide for balanced budgets for the Government.

This proposal would add a new rule to the Constitution requiring the federal government not to spend more money in a year than it takes in, unless two-thirds of both the House and Senate vote to allow it. The President would also be required to propose a yearly budget that doesn't spend more than the government receives. These rules could be set aside during a declared war, natural disaster, or national emergency, as long as Congress votes to approve that exception.
