Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Environmental Protection Agency relating to "National Emission Standards for Hazardous Air Pollutants: Rubber Tire Manufacturing".

This joint resolution would cancel an EPA rule that set pollution limits on harmful air pollutants released during a part of the rubber tire manufacturing process called rubber processing. The EPA had created that rule in response to a court decision that required the agency to address unregulated emissions from this industry when reviewing its technology standards every eight years. If passed, this resolution would remove those emission regulations.
