Providing congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Environmental Protection Agency relating to "California State Motor Vehicle and Engine Pollution Control Standards; Advanced Clean Cars II; Waiver of Preemption; Notice of Decision".

This resolution takes back a special permission that was given to California's air pollution agency for its Advanced Clean Cars II rules. Those rules set new requirements for low-emission and zero-emission vehicles. Under federal law, California can ask for special permission to set its own vehicle pollution standards that are different from federal rules. This resolution cancels the decision by the Environmental Protection Agency that had granted California that permission.
