To provide for a memorandum of understanding to address the impacts of a certain record of decision on the Upper Colorado River Basin Fund.

This bill requires two federal agencies to work together with a dam management group to study how a 2024 decision about Glen Canyon Dam operations affects a fund that supports Upper Colorado River projects. They must create an agreement that includes a plan to address how the decision impacts the fund's financial obligations, electricity production at the dam, and threatened or endangered species. The 2024 decision revised earlier dam management plans to deal with invasive smallmouth bass and to use better science about when to conduct high-water experiments to protect the endangered humpback chub.
