INSTRUCT Act of 2025

This bill requires the Department of Education to share reports about foreign gifts and contracts with other federal agencies. Currently, colleges and universities must tell the Department of Education when they receive gifts or contracts from foreign sources worth $250,000 or more. Under this bill, the Department of Education must send copies of these reports to 11 other agencies like the FBI, State Department, and Homeland Security within 30 days. The Department of Education must also share any old reports they received before this bill becomes law and any records from past investigations into whether schools properly reported their foreign gifts and contracts.
