To prohibit the transfer of certain offices and functions of the Department of Education to other Federal agencies, and for other purposes.

This bill stops the Department of Education from handing off the work of four of its offices — covering special education, college education, Indian education, and K-12 education — to other federal agencies through interagency agreements. It also prevents the Department from moving a program to a different office within the Department and then transferring it to another agency as a workaround. Agreements already in place before February 1, 2025, or renewals with mostly the same terms, are not affected. The Department of Education must report to Congress and post on its website details and cost information about any interagency agreements made on or after February 1, 2025, and some of its travel funding for 2026 and 2027 would be blocked if it doesn't provide this information.
