China Technology Transfer Control Act of 2025

This bill controls what technology and intellectual property can be sent to China. The President must block exports to China of technology that would help China's military in ways that hurt U.S. national security, items on a special list made by the U.S. Trade Representative, or technology that China uses to violate human rights. The President must also punish foreign people who buy from or sell these items to China, and Chinese people who knowingly use items given to them illegally. The U.S. Trade Representative must create a list of Chinese products that get government support or are used to violate human rights, including items from industries like aircraft, artificial intelligence, computer chips, and biotechnology.
