SMARTER Act

This bill would require electric utility companies and state regulators to consider a new rule that would stop electric companies from charging customers for the costs of installing smart grid systems. The bill also removes an existing requirement that states consider letting utilities charge customers for smart grid costs. Utilities and state regulators would have one year to consider this new rule and two years to decide whether to adopt it, unless their state has already considered or put in place a similar rule.
