Freedom First Lend Lease Act

This bill makes it easier for the President to lend or lease military equipment to Ukraine and other Eastern European countries affected by Russia's invasion of Ukraine. For fiscal years 2026 and 2027, these agreements would not have to follow certain usual requirements, including the typical five-year limit on how long equipment can be loaned or leased. The President must create faster procedures to get defense equipment to Ukraine quickly. Ukraine would still have to follow existing laws about returning, paying back, or reimbursing for any military equipment they receive.
