Prove It Act

This bill changes the rules for how federal agencies must consider the effects of new regulations on small businesses and small organizations. When agencies create new rules, they would have to look at not just the direct costs but also the indirect costs those rules might place on small businesses. If an agency says a rule won't significantly affect small businesses, it must report that decision to the Small Business Administration's Office of Advocacy, and small businesses can challenge that decision through a petition process. If the agency refuses to participate in the review process, the final rule would not apply to small businesses, and agencies would also have to publicly share and accept comments on guidance documents for rules that could significantly affect small businesses.
