To repeal the Impoundment Control Act of 1974.

This bill would remove a 1974 law called the Impoundment Control Act. That law limits the President's ability to withhold money that Congress has already approved for spending. The 1974 law also set up procedures for Congress to quickly consider the President's proposals to cancel spending.
