Orphan Well Grant Flexibility Act of 2025

This bill changes the rules for a government program that gives money to states to clean up old oil and gas wells that no longer have owners responsible for maintaining them. Right now, states are required to measure and track things like methane gas emissions and water contamination from these wells before and after receiving grant money, but this bill makes that measuring and tracking optional instead of required. The bill also calls for a study by the National Academies of Sciences, Engineering, and Medicine to look at how cleaning up these wells affects things like economic development and housing in areas where a lot of wells have been fixed.
