WISE Government Act

This bill stops government agencies from signing contracts for journal subscriptions if those contracts say the agency cannot tell other agencies or the Library of Congress how much the subscription costs. It also requires each agency library to make their rules about how employees can access library subscriptions easy to find on the agency's internal website, including for employees who work in different locations. The General Services Administration must write a report for Congress and agency libraries about ways to improve employee access to magazines and journals.
