Focus on Learning Act

This bill requires two main federal actions about mobile phones and devices in elementary and secondary schools. First, the Surgeon General's office must study how students use mobile devices in schools across the country, including how this affects their learning, grades, and mental health, then write a report about it. Second, the Department of Education must create a pilot program that gives grants to local school districts so schools can buy secure containers and lockers to store mobile devices and create phone-free school environments.
