BEST Facilitation Act

This bill creates a test program that adds new jobs at U.S. Customs and Border Protection to look at images of vehicles and cargo entering or leaving the United States. The new workers, called image technicians, would review pictures taken during inspections to look for contraband, illegal drugs, weapons, or people trying to enter the country illegally. If they spot something suspicious, they would send those vehicles or cargo for more detailed inspection by regular border officers. The program would operate from five regional command centers and include yearly training requirements. The test program would last for five years, after which the image technician workers could move to similar jobs elsewhere in border security agencies.
