Finish the Arkansas Valley Conduit Act

This bill lowers the amount that communities in the Arkansas River Valley in Colorado have to pay the Bureau of Reclamation for building a water pipeline called the Arkansas Valley Conduit, which carries water from Pueblo Reservoir to those communities. It does this by getting rid of interest charges on the payments and giving the communities 100 years to pay back the costs instead of a shorter period.
