Modern Worker Empowerment Act

This bill creates a legal test to decide if someone is an independent contractor or an employee under federal labor laws. To be considered an independent contractor, the person must work without someone else controlling how they do their job, and they must have business opportunities and risks like an entrepreneur. The bill also says that certain things like requiring someone to meet legal, health, safety, insurance, or performance requirements cannot be used to decide if they are an employee or contractor.
