Western Water Accelerated Revenue Repayment Act

This bill makes permanent a rule that lets water users in western states pay off their water contracts with the Bureau of Reclamation early. They can pay the full amount at once or spread it over three years. Some of the money from these early payments must go to a special account used for building water storage projects. The early payments don't change other existing rules about where certain project money has to go.
