To amend the Intermodal Surface Transportation Efficiency Act of 1991 to designate a portion of United States Route 74 in North Carolina as a future interstate, and for other purposes.

This bill would make U.S. Route 74 between Columbus, North Carolina, and Kings Mountain, North Carolina, a high priority road on the National Highway System. It would also make this stretch of road a future part of the Interstate System.
