Regulations from the Executive in Need of Scrutiny Act of 2025

This bill changes how Congress reviews new rules made by government agencies. Under the bill, major rules would need Congress to approve them before they can take effect. A major rule is one that costs $100 million or more per year, significantly increases costs for consumers or businesses, or has major negative effects on competition, jobs, investment, or the ability of American companies to compete with foreign companies. Rules that are not considered major would continue to follow the current review process.
