Unauthorized Spending Accountability Act

This bill reduces funding for federal programs that receive money each year through Congress but no longer have proper legal authorization to exist. The bill applies to programs listed in an annual Congressional Budget Office report that identifies programs whose authorization has expired or will expire. If a program is on this list, the bill requires cuts to its funding over three years and then ends the program completely after the third year of being unauthorized.
