This bill changes the rules about who can invest in certain private securities offerings. Right now, people can only invest in these offerings if they meet specific requirements about their income, wealth, or financial knowledge. The bill would allow people to invest in these private offerings simply by telling the company that they understand the investment risks, even if they don't meet the current income or wealth requirements.
