ITS Codification Act

This bill officially creates the Institute for Telecommunication Sciences, which does telecommunications research and engineering work for the National Telecommunications and Information Administration. The bill also requires the Institute to start a program to help develop emergency communication and tracking technologies that can find people who are trapped in places like underground mines where regular radio communication doesn't work well.
