ITS Codification Act

This bill officially writes into law the Institute for Telecommunication Sciences (ITS), which is the research and engineering branch of a government agency that deals with telecommunications. The bill also tells ITS to create a program focused on developing technologies that can help locate and communicate with people who are trapped in tight or hard-to-reach places, like underground mines, where regular radio signals don't work well.
