People CARE Act

This bill creates a commission to study federal programs that help low-income people, such as Medicaid, food stamps, and cash assistance programs. The commission would look for ways to change these programs, including combining some programs together, giving states more control, or gradually reducing benefits as people's income goes up. The commission would have eight members split equally between the two major political parties and must create a website where the public can suggest changes. After studying these programs, the commission would send a report with recommendations to Congress, which would then have to consider the suggested changes using special fast-track rules.
