Equal Representation Act of 2025

This bill would change how the census counts people for determining how many Representatives each state gets in Congress. Currently, all people are counted, but this bill would exclude noncitizens from that count. The bill also requires the census form to include a question asking each person to check a box showing whether they are a U.S. citizen, a U.S. national but not a citizen, a non-citizen legally living in the U.S., or a non-citizen illegally living in the U.S. The Commerce Department would have to publish how many people in each state fall into each of these four categories.
