New Source Review Permitting Improvement Act

This bill changes the rules for when factories and other facilities that release air pollution need special permits from the Environmental Protection Agency. Currently, facilities need new permits when they make changes that increase pollution. Under this bill, a change would only count as needing a new permit if the facility's maximum hourly pollution rate becomes higher than it was during any hour in the previous 10 years. The bill also says that changes designed to reduce pollution or improve safety don't need new permits, unless the EPA decides the change would still harm human health or the environment.
