Safe Access to Cash Act of 2025

This bill makes it clear that forcing someone to withdraw money from an ATM counts as a federal bank robbery crime. Right now, federal courts disagree about whether this should be considered bank robbery - some courts say it is because the money belongs to the bank when withdrawn, while others say it isn't because the money is in the customer's possession. The bill settles this disagreement by stating that ATMs and cash being moved to or from ATMs are considered to be under the bank's control for the purposes of federal bank robbery laws.
