Humane Cosmetics Act of 2025

This bill would ban testing cosmetics on animals and make it illegal to sell or ship cosmetics that were developed using animal testing, with fines for anyone who breaks the rules. These bans would start one year after the bill becomes law. There are some exceptions, such as when animal testing is done in another country to follow that country's rules, when the FDA decides there is no other way to test a potentially dangerous product, or when a product is also regulated as a drug or medical device. The bill also says that, with limited exceptions, results from animal testing done after the one-year mark cannot be used to prove a cosmetic product is safe.
