BEST Act

This bill tells the Department of Education to give two-year grants to states to create or improve programs that give students a "Seal of Biliteracy." These programs recognize students who can speak and write well in both English and another language, and may also test reading and listening skills. Students who speak Native American languages can show their skills in those languages instead of English to earn the seal.
