Stop Russian Market Manipulation Act

This bill bans the United States from importing certain minerals from Russia, including platinum, palladium, nickel, copper, zinc, and others. The ban also applies to these minerals if they were traded or swapped in ways meant to get around the rules. The President cannot waive this ban. The prohibition will stay in place until one year after the President tells Congress that Russia has stopped all fighting against Ukraine, but if Russia starts fighting Ukraine again within three years, the ban comes back.
