PATHS Act

This bill gives the Department of Homeland Security permission to use a special type of agreement called "other transactions" to do research and build prototypes through 2028. These agreements don't have to follow many of the usual government rules that regular contracts must follow. The Department must tell Congress within 72 hours when it uses these agreements for artificial intelligence projects. The bill also changes the rules so the Department must publicly report smaller contract awards on its website, lowering the minimum from $4 million to $1 million.
