No Immigration Benefits for Hamas Terrorists Act of 2025

This bill blocks certain people from entering the United States and removes some immigration protections. It bans members of Hamas, Palestinian Islamic Jihad, and all Palestinian Liberation Organization members from being admitted to the U.S. The bill also bars people who participated in or helped with the October 7, 2023 attacks on Israel from entering the country or seeking asylum or other immigration protections. The Department of Homeland Security must report to Congress each year on how many people were denied entry or ordered to be deported because of their involvement in these attacks.
