Improper Payments Transparency Act

This bill requires the President's annual budget to include information about improper payments at federal agencies. Improper payments are payments that should not have been made or were made in the wrong amount, including overpayments or underpayments. The budget must explain why these improper payments happened, show trends, and describe what steps agencies will take to fix the problems.
