To direct the Secretary of Homeland Security to carry out a pilot program for the prevention and mitigation of acts of terrorism using motor vehicles, and for other purposes.

This bill requires the Department of Homeland Security to create a test program to prevent terrorists from using cars and trucks in attacks. The program would set up standard rules for what information car rental companies collect, give guidance on how to report suspicious activity, and create a way for car dealers and rental companies to check customers against watch lists and notify the FBI if needed. Companies following these rules would be protected from lawsuits. The government must regularly report to Congress about how the program is working and study how to work with rental car and ride sharing companies to identify terrorist threats.
