Affordable College Textbook Act

This bill creates a grant program that gives money to colleges and universities to support projects that use open textbooks. Open textbooks are educational materials that are free to use, change, and share with others because they are either in the public domain or have special licenses that allow free use. The bill also requires the Government Accountability Office to write a report to Congress within three years about textbook costs at colleges and universities, including what factors have caused textbook prices to change.
