Veteran Fraud Reimbursement Act of 2025

This bill changes how the Department of Veterans Affairs handles cases where someone who manages a veteran's benefits misuses that money. The VA would have to create specific methods and timelines for deciding if the misuse happened because of VA negligence. If a veteran dies before getting their money back, the VA must pay it to a surviving beneficiary using the same process as other VA death benefits. The VA cannot delay repaying benefits just because they are still deciding whether their own negligence caused the problem, and they don't have to make a negligence decision for every single case of benefit misuse.
