To authorize the International Boundary and Water Commission to accept funds for activities relating to wastewater treatment and flood control works, and for other purposes.

This bill allows a U.S. government agency that works with Mexico on border and water issues to accept money from non-federal sources to help pay for wastewater treatment, water conservation, and flood control projects. The agency can only give up to $5 million per year in credits or reimbursements to these non-federal partners. The agency cannot accept money from organizations that are based in or have agreements with certain countries like China, North Korea, Russia, or Iran.
