Protect Social Security and Medicare Act

This bill would make it harder for Congress to cut Social Security and Medicare benefits. Before either the House or Senate could vote on a bill that reduces these benefits, two-thirds of the members voting would have to agree just to consider it. The rule would not apply to bills that cut payments to Medicare Advantage plans if those bills also increase other Medicare spending by the same amount or more.
