Arsenal Workload Sustainment Act

This bill creates a five-year test program that gives special preference to private companies that work with Army arsenals owned and run by the government. Under this program, the Department of Defense must add 20% to the cost of bids from private companies that don't use government arsenals. The program also requires that government employees do at least 25% of the work in these partnerships.
