Implementing DOGE Act

This bill says that starting in the 2026 budget year, if the government increases spending on non-defense programs by more than 1% compared to the previous year, the amount over that 1% must be automatically cut. These cuts would be spread evenly across non-defense programs and would take effect the day after the spending is approved, lasting through the end of that budget year.
