Disclose GIFT Act

This bill requires certain colleges and universities that receive large amounts of federal funding to keep track of and report gifts or contracts that their researchers and other covered employees receive from foreign sources. These schools must have their employees report this information every year, make it available in a public searchable database, and create a plan to watch for possible foreign spying that could come from these gifts or contracts. The Department of Education would be responsible for investigating schools that don't follow these rules and could issue penalties for violations. The bill also requires schools to have compliance officers and policies in place, and it asks a government watchdog agency to study how different government agencies can better work together on enforcing these reporting requirements.
