To require the Federal Energy Regulatory Commission to extend the time period during which licensees are required to commence construction of certain hydropower projects.

This bill lets the Federal Energy Regulatory Commission (FERC) give extra time to certain hydropower projects to start construction, specifically projects that received their licenses before March 13, 2020. On top of the eight extra years already allowed under current law, FERC can grant up to six more years of extensions, broken into three two-year periods, if the project owners request it. The bill also allows FERC to bring back licenses that have expired for these projects, making them active again as of the date they expired.
