WISH Act

This bill creates a new federal insurance program to help older Americans pay for long-term care so they can stay in their homes. To qualify, people must be at retirement age and have had a serious disability for one to five years, depending on their income. The disability must mean they need major help with daily activities like eating, bathing, or dressing, or they need supervision because of memory problems. The bill sets up a trust fund to pay for the program and requires government reports on how well people understand the program and whether there might be fraud or abuse.
