Inaction Has Consequences Act

This bill would stop paying members of Congress their salaries if their chamber (House or Senate) fails to pass all the yearly spending bills before the fiscal year starts, beginning in 2026. The members would get their pay back either when their chamber passes all the spending bills or at the end of their two-year congressional term, whichever comes first.
