Keep the Watchdogs Running Act

This bill allows federal inspector general offices to keep working during government shutdowns. During a shutdown, these offices could spend money at the same rate and under the same rules as their most recent budget allowed. They could also continue doing their job of overseeing any government programs that keep running during the shutdown.
