Clergy Act

This law gives clergy members — like ministers and certain religious practitioners — who previously chose not to pay into Social Security and Medicare a chance to reverse that decision. Under current rules, once clergy opt out of these programs, they can never opt back in, but this law opens a two-year window for them to change their minds by filing paperwork with the IRS, with the change taking effect in either 2029 or 2030. Once they opt back in, it is permanent, and they would still need to meet the usual requirement of 10 years of covered work to qualify for benefits. The IRS is also required to create a plan to let eligible clergy members know about this new option.
